Cortez A. Carter, IAP


Cortez Carter joins The Benoit Group with over 28 years of successful leadership in private industry, government & aviation management. Beginning his career as a banker, Mr. Carter specialized in commercial and transit-oriented real estate financing. As Vice President of two national banks, he was responsible for $480 million of community development loans in metropolitan Chicago where he underwrote credits involving senior, sub-debt and equity facilities. His experience also includes construction finance, bridge lending and Tax-Exempt bond syndication for hotels/office, seniors, low income
and mixed-use housing projects. He is accredited with syndicating one of the nation’s first $100 million tax-exempt G.O. bonds for housing development in an urban market.‬ ‬‬

While in private industry, Mr. Carter spent 13 years as President of Quest Development Group, a Chicago-based transit-oriented real estate development firm. While there, he developed, constructed and managed $280 million of multi-family housing near major hospitals, universities and airports. The firm was a fifty percent development partner of Roosevelt Square, one of the nation’s largest public housing redevelopment projects encompassing more than 2,400 units.
Refocusing his career in 2009, Mr. Carter excelled at real estate development in the world of aviation when he was appointed as Managing Deputy Commissioner of Chicago’s O'Hare & Midway International airports. While there, he was in command of the airports’ concessions, real estate & planning activities, affecting some 96 million passengers, more the 960,000 flight operations and a $1.2 billion in revenue.

In 2015, he was recruited to Atlanta’s Hartsfield-Jackson International as the Deputy General Manager of the world’s busiest airport. For three years, he led the airport’s commercial operation comprised of 20,000 acres of real estate, 470,000 SF of concessions, international cargo, hotel & office development, parking and two million SF of terminal facility.

Returning to his housing development roots, Mr. Carter joins The Benoit Group as a consulting Director of Development. He is responsible for business development and the implementation of several of the newest TBG housing developments planned for our portfolio.

EDUCATION / AFFILIATIONS

Mr. Carter, is a graduate of University of Illinois Chicago with a Bachelor of Arts degree in Industrial/Organizational Development. He holds an AIP professional designation from Toronto’s Molson School of Business – Airport Council International; An honor bestowed on fewer than 800 aviation professionals worldwide. A pilot since 1993, he is Instrument-rated with more than 1,600 hours in nine different aircraft. Mr. Carter is also affiliated with the following committees/organizations:
